Third World CustomerService

Very annoyed woman answers the phone and refuses to answer any and all questions. I called asking about a document on their website, a tourist visa, with a question about a guarantor field. Before I ask someone to let me add their name to the form, I wanted to find out what they will be committing to. I couldn't get any answers from the embassy rep that answered, and it wasn't for lack of trying. Here's how it went:
Me: "Who is the guarantor and why do I need one, so that I know whom to ask and what to ask them for?"
Woman: "Because that is a question on the form. A lot of people just answer what the form asks without asking any questions" (quote!)
Me (undeterred): "A lot of people may, but that's not be. I need to explain to a friend or family member why I'm providing their name. Is this for emergencies?"
Woman (quote!): "In case you never know"
Me: "Is this for anything else then?"
Woman: "You never know"
Absolutely no information was provided, except these cryptic, patronizing, and useless answers. They embassy might as well disconnect their phone.
