Those dogs needs love.
I work close by and every day I see them I want to call the SPCA.
The barking sounds hoarse and broken, like one of the poor things is losing its voice.
I've see the owner rifling through peoples property and lockers, all while his dogs are unmanaged and show evidence of being abused.
The yard is way too small for them, and he keeps them out in the nastiest weather.
