Tommy's Auto

Tommy told me my repair would take 2-3 hours at $70/hour. He now demands $400 in cash and will not release my vehicle until I pay. There was no work order signed, or no authorization given by me to do such work. He farmed out the car to a specialist without first consulting with me.
