I took my car to Tip Top a couple of years ago to have it repainted and the surface rust sandblasted out from the wheel wells and what I ended up getting was a shoddy job from this place.

I asked them to remove all the the panels and badges before repainting and all they did was mask them and painted around them. They did remove the door handles and mirrors but they did not correctly hook them back up.

They did not properly hook up the door handles, so when I tried to open the door the linkage disconnected and I had to get out of the car on the passenger side, plus a linkage disconnected on one of the back doors as well.

The electrical connection to the power mirrors and door speakers were not hooked back up as well. I had to end up removing the panels on three doors to reconnect everything they left disconnected. The speaker on the front passenger door was also missing all the the mounting screws, they left it just dangling inside the speaker case.

The paint job was also shoddy as there were dust fragments on a couple of body panels, and air bubbles on the passenger fender, plus they did not paint the edge of the lip of the hood, so when the hood is opened I can see where they painted. It looked like crap, but I managed to clean that up by spraying some clear coat on it, so it doesn't look so bad now.

As for the minor surface rust in the wheel wells they just sprayed tar undercoating over them. I noticed that only after I got the car home. Weeks before taking the car in I had sprayed Rust Check over the surface rust so it wouldn't spread. The tar they sprayed over it peeled off almost immediate because it was put on over the oily spray, and of course I noticed that they did not sandblast off the rust as they said they would.

With the exception of this shoddy paint job my car is in excellent condition both mechanically and body, so I'm going to take it into a professional car restorer this summer to have the paint stripped down to the metal and properly repainted.

As for Tip Top, I will never do business with them ever again, nor will I ever recommend them to anyone regardless of how old or new your car may be.
